Plecos? I dont believe so but I would only suggest having puffers in a species only tank, mixing them doesn't go well for the other fish even if the fish are larger then the puffer but I would wait till someone with puffer experience chimes in
There are quite a few puffers that spend their entire lives in freshwater.
I am not 100% sure of the list and since this is off the top of my head may have some wrong so I suggest you double check.
The red eye puffers, dwarfs (as mentioned), South American, Abei, Bronze, Golden, Brown, Fahaka, the pignosed group, congo, and I am 99% sure the Mbu is totally freshwater as well. Again...off the top of the head so there may be some that I missed for sure.
