yup, basil won't be liking the mirrored background at all, you need to cover it with something, normal tank backgrounds are designed to go on the outside of the tank but you could try putting one on the inside, alternativley you get structured backgrounds which go on the inside which could work.
yup the outsider tetra could be nipping the others, just keep an eye on it, a nipped fin should heal fairly quickly and easily (although water quality is important so be on the look out for a secondary infection like fin rot developing), if you determine that it's definatley the tetra doing the nipping, or any more serious injuries are sustained then think about taking the tetra back to the lfs.
