I currently have a Betta in a nano 3.5gal, quick scape, well planted(but not over planted) with lots of moss and foreground plants, special shrimp substrate, (came with the tank) filter, co2, and grow light. I do ~20% water changes every week as well, and I was wondering if I could safely put some shrimp in there. There is always the risk of the Betta eating the shrimp, but I want to know if there is enough room for the Betta and shrimp (with all the plants for protection) to coexist at least semi peacefully.

Yes, no, maybe is the best answer you can expect.

It all depends on the Betta.
