Zebra Danio has white spots

Hello I am new to the fish world. I have 3 glow fish and 1 zebra danio. I had a fourth bht it got caught in the filter. We just noticed today that our zebra danio has white spots. Upon my research it seems it is a bacterial Infection. I believe that side the eye is red too. The other danio glow fish chases him all day too. Almost bullying. Is this ick or possibly from the other fish? Any opnipns and advice on whay to do.

He needs to be moved into another tank to be treated or use a breeder box that hangs on the side of the tank... You can use aquarium salt at a ratio of 1-2 heaped tablespoons per 5 gallons and for no more than four weeks. If he survives you HAVE to get more of his kind. They are a shoaling fish and become super stressed when alone.

What is the tank size and what are your water parameters? How long has it been set up for?
 
This looks fungal. Are the spots slightly raised and fuzzy looking?
 
It is a black neon and to me it ptobably is a case of Columnaris bacteria.
Stress can cause these fish to get vunerable for infections like these.
