WHAT IN THE WORLD IS WRONG WITH MY GUPPIES TAIL?

My male guppy has developed weird bumps on both sides of his tail and I am not sure what it could be. He seems much more slow and worn down as well. He is definitely not himself. Thanks in advance!

Can you try and describe the bumps, please; your picture's not that clear (I'm not blaming you; fish are a nightmare to photograph!).

Do they look soft and pus filled, like a pimple? Are they fluffy? Or hard and cauliflower looking?

I'd say it looks like cauliflower. It also looks like he may have dropsy.
