Any good underwater cameras so I can take pictures when the camera is in the tank?

None that will offer the results you want, without breaking the bank. GoPro's are water resistant, but they aren't meant for taking action shots. You won't find a HD camera that is fully submergible, for cheap.

Why not take pictures outside the tank, with an HD camera?

Just get a digital camera and click away. There are plenty of threads on the forum about taking fish pictures, and if you have any questions about fish photography, just start a thread.
