Tell you what minnnt I had never realised why some Thoricthys species had spots on their gills like that - I bet its because when they flare with the big throat as well they look like a properly massive fish and the gill spots look like eyes. Pretty interesting

I believe it is to confuse any predators into thinking that they are bigger than they are. Some fish also have them further down their body to make predators think that they're its eyes so in an attack they go for the wrong end which will give the fish being attacked time to react or get away.
