Carbon isn't Carbon Dioxide though...It claims that the two Oxygen atoms released from the two Ozone molecules decaying will bond with Carbon to form Carbon Dioxide, which using your theory will benefit algal growth, but Carbon Dioxide doesn't cause algae, it sustains it as photosynthesis can occur.

NOT A THEORY BUD! a question. BIG difference.
but no CO2 = no photosynthesis = little or no growth. so excess of CO2, as well as light and food, means algae growth. it may well not CAUSE it, but its a large contributing factor.
as to the machines ability to do this in substantial enough quantity? well its. sales talk. more often than not, that means it has little to do with reality.
especially with gadgets like this. ie those that are of no use at all.
