Your tank would be fine for either a betta or the two frogs. A small tank is usually easier to keep clean with a minimum amount of substrate. If you find this a problem try removing a bit of yours. It will be interesting to see what color betta you pick to go with the interesting decor you have in there.

are you sure golden Apple snails are small enough for a 3G tank

Most people figure an adult apple snail, a Pomacea diffusa, as having a bioload of about 2 gallons by itself. When you add that to the load of the betta, I get a tank too small for both. The ramshorn first suggested by Betta_246 is probably a better choice.
