It comes down to concentration. Smaller amounts of ammonia may have a positive effect on people who have fainted, but larger quantities could be more harmful. It's a bit like anything really. Take paracetamol as an example, a couple of tablets for an adult is a good thing for a headache, too many and they will painfully kill you, and for kids, you shouldn't take even the two paracetamol. The homebase ammonia is a diluted solution with about 9% ammonia. Enough to clean stuff without ruining what you are cleaning. Sniffing ammonia is not a great thing to do in concentrations such as the this.
In my opinion (and that's all it is), a very quick sniff is unlikely to do any lasting damage to most people, but that's 'most people'.. you never know what effects it may have on different people of different ages. If it is highly likely to have a deadly effect with a quick sniff, then I doubt it would be on the shelves in homebase. But..It's rough old stuff, and not worth a sniff
