Does gravel work as well?

It could... I was thinking a rock or a small piece of driftwood but I suppose that gravel would work just as fine

My water wisteria(spelling?) keeps on floating to the top lol im trying to plant them on my substrate. Is that okay?

It is.
You could buy some plant weights, or do as @Rocky998 suggests and place t under a rock. Just be careful not to crush anything...if you do, it'll rot and go a-drifting.

Does gravel work as well?

Gravel actually works beautifully. It serves as an anchor and never gets too compacted, so water and nutrients can always access roots...unlike sand.
