I agree with curiosity above.
1 angel fish would be ok.
Choose a nice shoaling fish like the ones curiousity mentioned, harlequins are a good hardy shoaling fish.
Personally, I think you'd be ok with 1 Bristlenose plec, they can reach 6" but rarely grow larger than 5" so only 1 should be ok, then some of the loaches curiousity mentioned or a shoal of corys.
You'll have to sweet talk your bf into letting you get a largr tank if he wants an oscar lol, for an oscar you would need a 75 gal tank minimum and thats just for an oscar on its own with no other tankmates, if you wanted tankmates the tank would have to be bigger. Also oscars would need very good filtration so you'd probably need 2 external filters.
