How do I lower pH without use of tannins?

I have a 40 gallon tank with a bunch of low to neutral pH fish, but the tank is also heavily planted. My tap water pH is about 7.5 but I used some seiryu stone in the tank, and that raises both pH and kH. So I've been managing it using Indian almond leaves, but the tannins heavily reduce the light and have stunted plant growth considerably. The plants get a brief period of reprieve for a few days after a water change before I add new leaves but is there another method? I have some leftover fluval stratum that does reduce pH, but this tank is dirted and capped with sand so I don't know how to add the stratum beneath the sand without releasing all the soil into the water.
