It is called algae...it is caused by over lighting and feeds on nitrates

is your tank in any natural light?
how long are your lights switched on for a day?

people have different methods of cleaning it, some used an old credit card to clean it off, some use a sponge bought from your lfs and some use a glass cleaning magnet (google mag float)

Easiest way to stop it becoming a problem is to use a cleaning pad from your LFS and give the glass a wipe before you do your gravel vac and water change; that way, any bits will be taken out with the vac.

defiantely algae, they also make magnetic glass cleaners that you can use i think they are called magnifloat?
