Compact Fluorescents?

I have read that the rule of WPG is slightly outdated since the introduction of t5's. I was wondering if compact fluorescents give a higher of lower WPG than that of T8's? I have 36w of light in a 29 gallon tank (130L) which if I use the rule for T8's I get 1.25 WPG. Is this increased or decreased for use of compact fluorescent?
