how many DPs can i fit into a 20gl.?

it is gunna be a species tank with only bumble bee gobies and a small pleco

3 or 4, no more. I think you're safest with 3, seeing as you're gonna add gobies and a plec as well. But you might be able to push it to 4 if you've got loads of hiding places. (Guide would be, at least 2 a puffer)

don't put it with the puffer unless you're willing for it to be "et".
