White Lips On Serpae Tetras

Can anyone please help identify what is wrong with my Serpaes. I recently picked up a batch of 5 from my LFS. I noticed within a day that 3 of the 5 had what looks like white dead skin on their lips. They seem perfectly happy and show no sympotms other than thir white lips. Water paramaters are Temp 26 - PH 7.6 - Amonnia - 0 Nitrite - 0 Nitrate - 10. I acclimated the new fish over 90 minutes.

Difficult to see from the photos, does the whiteness look fluffy?
 
No it doesn't look fluffy - just like white skin almost like chapped lips - very hard to explain! I've also noticed one of the Serpaes will keep dashing into the plants and shaking its tail really quickly - is this a possible spawning behaviour?
 
Don't know about spawning behaviour but I have something very similar on two of my Penguin Tetra's. I can't see from your pictures but going by what you describe.
I hope you get to find out what the problem so that I can cure my problem aswell.
 
Ive been dosing with Melafix for 3 days and it seems to be clearing slowly
