How long has your tank been cycled?
If it is somewhat old and done cycling, I would say once a month would be ok, provided you don't add new stock, nothing dies, and you don't make any drastic changes.
The moment fish start seeming ill, though, you would definitely have to do tests.

Woah, there. 
Always wait for multiple responses (provided you get them, don't wait forever).
In this case, I, personally, don't use test kits. I understock and introduce at most 3 fish at a time. Therefore, I might not be very qualified to give you an answer, and others might disagree with me.
Also, test when adding new stock, by the way.
