I've heard of artificial insemination being used for livebearers with deformed gonopodiums, I read an article on it once, its actually quite interesting... although fiddly... That's probably used to produce the traits that aren't dominant.
 
Yep, artificial techniques like that are used on several different types of livebearer. Actualy, I think the link I posted has something on that. That link is very interesting for that matter as it mentions how important hybridization is in the production of new strains in livebearers - it specificaly mentions the crossing of swordtails with variatus and maculatus platies. I was always aware of how hybridized a lot of the common strains of livebearer are but I didn't realise the same people who mass-produce the fish were responsible for it - I suppose it's obvious if you actualy think about it (I guess I did know actualy, just didn't think about it :p) - they are bound to want to make the fish as unusual and desirable as possible. Anyway, back to the point, you are right - artificial insemination can be, and is, used. However, it isn't necessary in the case of lyretails where the trait is dominant (they do use it though - mainly to save time).
