i still say its too small for oscars and parrots,, what about 1 oscar and 3 clown loaches? ( think carefully about size and growth rate tho) when fully grown that would be a stunning tank and oscars and clowns are fab together i did it 
i tried a sev in with my o not long ago.. didnt work.. so whatever you add do it while they are small and keep an eye out ( in theory it SHOULD have worked.. but Bo is a grumpy git
