Spot Treating With Excel

I often hear people spot treating their tanks with excel to help get rid of algae. What exactly does that mean and how much do you add to say a 55 gallon aquarium? I have used excel in the past and it never had the algae killing effect that everyone claims that it has. :/
 
Remove the plants from the aquarium, brush on the excel, leave for a few minutes then rinse in old tank water then add it back to where you want it.
 
or use a syringe, switch of the filters and gently squirt the carbo/excel onto the leaves and leave the filter off for 5 mins.

+1 I actually use a needle for everything! meds/water treatments you name it! a 1 Ml syringe with no needle comes in really quite handy!
