Sad betta or lazy betta?

I have a male dumbo betta, in a 5 gallon, heated, filtered tank with a moderate amount of decor.

He uses to swim and do regular fish things. Now he just lays there. He eats fine, and will swim in circles when I come to feed him, but otherwise, hardly any moment.

He doesn't seem sick, as he's been like this for months, but he doesn't seem happy.

What gives?

Betta are known to be pretty chill fish, those long fins make excessive swimming difficult. If he is still healthy and alert I'd not worry too much about it. Is the output from his filter strong by any chance? A strong current can tire a betta out quickly and they'll be less active. You can solve this problem by baffling the filter if you don't have one with adjustable flow. How old is your betta?
 
I've had him for less then a year, but I got him full sized from a pet store.

The currently doesn't feel terribly strong to me, but I don't know what's strong for a fish. :p
