Looks like a java fern with lots of young plant shoots off the leaves.
 
If you're talking of planting the young shoots, yes you can but the leave where the shoot is on will probably die.
 
By the way, java fern does best when not planted into substrate, tied or glued on wood or decor tends to be best for java ferns.

I actually really wanted it to be on the wood, but I was unsure of how to stick it on with aquarium safe materials so it looks nice,
At the moment its still tied together with cotton stuff, so can easily be moved.
 
How do you stick it to the wood? :D
 
Superglue works. Fine in an aquarium so long as it's not got anything other than cyanoacrylate in it.
 
They do actually grow quite well if shallow planted in substrate!

Did not know that, how shallow planting in substrate will they be ok in?
 
As long as the rhizome is not completely submerged, It can be initially buried (in gravel not sand) then as the roots develop after a couple of weeks it can be gently lifted clear a little at a time.
