Can anyone Identify this plant?

I’ve found them in the jungle though...so I just put it in a pot.

Looks like it to me. That's really cool that it grows where you live. I thought it was native to Africa.

Do I need substrate if I keep it aquarium? Do they need substrate?

No substrate, and it can't be submerged, or it will rot and die...just the roots need to be in water.

Yes, above the lid, roots in the water....plant cannot be submerged.

How can they grow in the soil but not in the underwater substrate? That kinda make no sense to me.

They are a terrestrial plant, not an aquatic one.

But probably need some information about pothos, aren’t they poisonous to fish?

They are poisonous to mammals if ingested, but fish usually don't eat the roots, many people keep pothos above the lids of their tanks, with the roots dangled into the water.

This is so random but I need to ask one more thing.

Is it okay to add substrate with fish inside the tank?

Yes, it is fine with most substrates, just do it slowly and gently as possible, so you don't spook the fish.
There's videos on YouTube showing how to add sand with plastic soda bottles, it's a very gentle method.

Lucky bamboo can grow fine planted in an aquarium substrate. But it doesn't need substrate as much as most rooted plants. I had a bunch of them growing out the top of my 55 for years, and the roots really spread out through the muck and seemed to appreciate it. Like Slap said, make sure the cut part is out of the water or they can sometimes (but not always) rot and kill the plant.
