If I Put Sand In My Tank

You're going to need a filter hun.
It's going to need to be cycled - please read the "fishless cycle" link in my sig. It's a thread on here by rdd1952 who explains much better than I ever could.
Not 100% sure about the stocking as neons might fin nip and might want to double check on the shark too (although they are very nice looking).

What filter have you got in your other tank ATM? Just take of the of the filter media out of that tank and put it in the new filter. Cycling will be done in half the time

Like JustKia said, you need some sort of filter.

A filter/filter media where water will flow through, is going to be where you beneficial bacteria colonize.

Well, you NEED some sort of filter in order for you to have a cycled tank so you can have fish.

erm let me get this straight, your intent on keeping "tropical" fish in a tank with no filter? you know they will all die right? also a heater would of course be needed...unless this "pump" you have is an external filter? could you explain it abit more? or do you have a pic you can provide?, with the sand.....you could add the filter in after half hour if you wash the sand compelety like i did....worked a treak and no sand in filter.....

The pump would be an air pump (like for an air stone).

You need a filter hun - unless you're going to get seriously into plants (which can do the filtering), you are going to need a filter.
Yes, sand can be used in any tank, cold water, tropical, sub tropical - it makes no difference to the filtering.
An air pump isn't going to control the filtration problem you are going to incur.
