It appears to the human eye that they have laid down ramps for the train to go over.
 
But in reality i think all they are doing is using the 'ramp lookalike things' to shield them self from getting electrocuted. That is all. I think they are in the shape of a ramp is a coincidence.

 
Gotta say, I think you're wrong. In Belgium, along with the majority of mainland Europe, electrified railways have overhead cables, not an electrified rail.

My question is, where is the fire? no smoke or flames in the picture, so if the fire was the other side of the tracks why didnt they park that side.
