How Much Sand ?

How much sand do I need for a tank that is 99cm x 46cm base size and 70cm high? Would a 25kg bag be sufficient?

Depends how thick a layer and the grain size, but you may want a bit more.

99 x 46 cm is about 39 x 20 inches? (and 30 inches high give or take) That's some interesting dimensions. 
Assuming you want about 1 inch of substrate you'd need about/at least 40 lbs of the stuff, which is 18(ish) kg
