I would recommend getting a filter that can handle a 40 gallon tank or you could just get two 20 gallon filters instead.

Good question. Because 20 gallon can handle a 20 gallon tank but it is recommended to have more filtration.

The QuietFlow is what I have and it works great! I can't recommend anymore from personal experience though.
