So why do you guys have the right to ridicule his fish keeping? You can't be sure if they are happy and they appear perfectly healthy ? If this is the case why do we have so many topics ' omg sad fish here ' ?

Because it is judgement based on consensus. The 1"/gallon guideline is considered a useful measure by most, especially for beginners. It provides a safety margin for error. As such it could be considered an index for judging health. NOW, there are many who push this to its very limits and manage to maintain beautiful aquaria. However this chap is blatantly taking the proverbial! The tank size is actually detrimental to the fish... how much bigger might those fish be by now, physically, if kept in an appropriately sized tank?

A suitable human comparison would be being bed-ridden, where little use of the muscles leads to dystrophy.

Ok everyone is this discussion does have a point. T1tanrush is right in a way. The 1" rule is NOT the end all be all of fish stocking. Filtration plays a huge part in it. The main issue is SPACE. You can have a 55 gallon tank thats very well filtered and you might get 70-80 neons in there or even more which goes past the 1" rule, but youre NOT gonna get a sting ray in there.

On the other hand, theres the issue of TERRITORY. Red Devils and Parrot Fish are pretty aggressive and they all need their own space, which they definitely do not have. Also these fish keep bumping into each other, which is definitely not a good thing.

Then theres just stunting growth. That Bala has potential to get HUGE as do most of the fish in that tank. And it is true that a fish will not grow larger than its tank, which causes stunting. These fish do not live as long or as healthily as a fish that is allowed to grow to its full potential. It's like having a human live its whole life in a house with 5 foot ceilings.
