Filter?

I recently bought another used tank and am in the process of getting it cleaned up and running. I have always used disposable filters..however, as I was going through stuff I got with the tank I cam across this? Is this another sort of filter or any idea's? It fits in the filter slots so I am assuming so, just haven't seen anything like it. If it is a filter, what goes inside? It opens up and latches close. Links would be helpful of what you buy for inside.

I have always used disposable filters.

There is no such thing, even a basic sponge filter will last a few years.
