The two male platies are now in a 25x25x45 cm tank which I make around 20 litres.

It has a 20 year old filter made for a tank twice the size
1 peice of large ish bog wood
1 pebble medium
and a plastic plant
+ a pinch of duckweed

at present they are about an inch in lenght and apparently they are about 6months old

Is it big enough and could I add an apple snail

They seem very happy all there fins are errect and they seem to be playing in the current

They should be fine, provided youre still getting a reasonable flow from the filter and the media is in reasonable condition IMO. If you've got doubts, pick up a filter - should be able to get one more than big enough with change from £10 on ebay.

Has the tank been cycled?

Has the tank been cycled?

The filter is more powerful than a fluval 2+ and has new filter media

The water is a 50/50 mix of new and old tank water and I added the correct dossage of stuff called cycle and a small handful of stones from an esstablished tank as the fish were rescued I had no time to cycle the tank.
