Columnaris?

I currently have 6 serpae tetras and 3 amano shrimp in a 10 gallon aquarium (I am aware that 10 gallons is not enough for serpae tetras and I am trying to figure something out). I was looking at them and I noticed a small white spot on one of the tetra's mouths. I didn't know what it was and after some research I believe it is columnaris, but i am not sure.

Parameters:

Nitrite and Nitrate: 0 ppm
pH: 7.5
KH: 80 ppm
GH: 120 ppm
Ammonia: My tester doesn't give a ppm measurement, but it is between the "Ideal" and "Safe" colors

If it is columnaris, what should I do and how should I treat it? Any help is appreciated

That is not columnaris. I have had columnaris once. I've no idea what this actually is, I won't guess over disease issues.
 
It appears you have ammonia in your water but no nitrites and no nitrates. Are you aware of the nitrogen cycle and did you cycle your tank before adding fish?

Yes, I did cycle my fish tank and I am aware of the nitrogen cycle. It's when food/waste gives off ammonia, bacteria turn it into nitrite, and they turn the nitrite into nitrate, right?
 
It's just a fat lip, usually caused by the fish bumping into something.

Do a 75% water change and gravel clean the substrate each day for a week and it should heal up without any issues.
Make sure any new water is free of chlorine/ chloramine before it's added to the tank.

Clean the filter if it hasn't been done in the last 2 weeks. However, do not clean the filter if it's less than 6 weeks old because you can upset the filter bacteria. Wash filter media in a bucket of tank water and re-use it.
