can I add some more oto's?

I have a 20 gallon tank with:
1 neon blue gourami
3 red phantom tetras
3 harlequin rasboras
2 bumblebee gobies
1 oto

I want to add two more oto's because I think the one that is in there is lonely. He used to be fairly conspicuous around the tank but gradually he has gotten very timid, and I think it may be because he is the only one. I have a lot of plants and hiding places around the tank and the oto pretty much stays in one little corner all the time. He looks depressed. I know he's not sick because he has been this way for months. So do I have room for 2 more oto's?
 
I would say you do.

However, the tetras and rasboras also need to be kept in groups, though they need 6+, instead of the 3 that the otos are normally kept in.

I would suggest increasing the numbers of all of them, though over time.
 
doN't put all the fish in at the same time because it will throw off your cycle. your bacteria will take many days to catchup the bio load in your tank. add 2 fish every 2 weeks or so
