Yes it is a small pic of a small plec, but i believe its a Big Spot pleco.

It look like its from the Peckoltia family, I can't tell which species since the pic is so small, but possibly a L075

Its a Ancistomus/Hemiancistrus Orange fin Xingu L013 juvenile, L012 when adult, wrongly named L163 in the trade according to my gude to L-Catfishes book.
