Betta Has Ich?

[font=times new roman']I got a new male betta a week ago. I moved him from a temporary 1.5 gallon tank to a 5 gallon last Tuesday. I noticed a few days ago that he was sitting at the top not moving. It didn’t look like he was breathing either. Then he started swimming rapidly around the tank. He was also flashing on some of the plants. Then he went back to the top and sat. Now he is very jumpy and flashing everywhere. He'll sit by the thermometer for a moment and then swim rapidly, constantly jerking as if something touched him.

I checked on him this morning and he has small white spots on his tail and front fins. Ich perhaps?

I can't figure out how to post pictures, so I added the links.

My water stats are:
Temp 75F
pH 7
Ammonia 0 ppm
Nitrite 0 ppm
Nitrate 10 ppm
 
looks like ich to me , but someone with more experience will confirm it . sorry if it is , hope he will get well soon x
 
Are the spots the size of a grain of salt, or sugar, or bigger.
Any excess slime on body, or fins?
Is there a greyish film on body?
Does the fish gills look pale, or red and inflamed?
Any signs of rapid breathing, or gasping?
Any tiny bubbles on fins, or body?
