Beta fish not moving

Hello :)
We need precise results (in numbers) on : pH GH KH ammonia nitrites nitrates.
70°F is definitely not enough for Betta that IS a tropical fish. He wants 77-78°F.
Do you stand water 72 hours before any waterchange ? Or do you use a water conditionner against chlorine and chloramine ?

pH: 7.0

It means let water rest 72 hours if possible in blackness, to let chlorine and chloramine that burn gills evaporate on their own.
Remember that chloromines will not gas off, no matter how long water is stood for.

The habit of letting water stand is an old one in the hobby, from before we had so many water conditioners easily available, and when most water only contained chlorine, not chloromines.

If someone only has chlorine in their water, then standing water for 24-72 hours works fine for removing the chlorine, but won't help if the person's water supply contains chloromines.
 
And @Essjay , who has degrees in chemistry, showed why it isn't.

Chloramine is completely different to chlorine in water. Chlorine will come out of water quite easily, a bit if aeration and it's gone.

Chloramine is a mixture of chlorine and ammonia and it does not come out of water. You can have a bucket of tap water with chloramine in, aerate it vigorously for a month and the chloramine will stay in the water.

Virtually every water supply in the US has chloramine and you need to remove this with a dechlorinator that breaks the chlorine ammonia bond, neutralises the chlorine, and binds with the ammonia making it non toxic for 24-48 hours.

If you don't use a dechlorinator to remove chloramine from tap water, you may as well kill your fish with a hammer, it's more humane.
