Are These Females To Small To Breed?

I got some neon female dwarf gouramis not too long ago. Since I got them my male has built a bubble nest. I haven't actually seen them spawning though, so I'm wondering if my females are just too young yet? I've never had females before. I took a picture and tried to put up a ruler for measurements.

an adult is 3.5 inches long, this one is about 3 inches or so, I would say yes she's ready to breed or, pretty soon.
 
which ruler are you looking at Betta that looks like 30mm to me?
 
wait is that ruler CM? I was thinking it was inches - in that case seems like its three CM but as I said, can get up to 3.5 inches.
 
Sorry guys, I forgot to mention the top of the ruler is in cm!
