GH is made up of carbonates, bicarbonates, sulphates, and all sorts of different minerals and salts. The carbonates and bicarbonates make the KH and are what stop the PH dropping. As the peat acids mix with the water the KH neutralises the acids in the water. Over time the KH will run out and then the PH will suddenly drop.
Because your KH is quite high you would probably be better off soaking a big bag of peat in a bucket of tap water for a week or two. Then use this water for the water changes.
Distilled water or reverse osmosis water is another alternative. You can buy it and mix it 50/50 with your tap water. That would half your hardness and make the water more suitable for the shrimp. You could add peat to that water mix and it would lower the PH and KH even further.
