I just bought 2 green spotted puffers and when i got them they were very skinny. i gave them food and the water is fine SG 1.010. the one kinda swims around but the other is obsessed with the air bubbles coming out of the air stone. he just has his face right in fount of it all the time.
also i saw the one like throw up all the shrimp i feed him then eat some again i don't know what that was about.

Given you have just bought them i'd say nothing to worry about. He will likely soon get bored of the bubbles and begin to explore his surroundings. If not, encourage him by turning the air stone off for a while, or try moving it around the tank.

Fish don't have the luxury of knives and forks. It's the only way they can handle their food and break it down into portions that suit. Also if he is very skinny as you say his stomach may not be used to decent quantities of food so best to start with small portions.
