If it was mine i would go for a small shoal of micro rasboras, ember tetras, harlequins, neons or something similar on the smaller end of the scale.
Centerpiece wise i would be leaning towards honey gouramis. But sparkling goraumis could work i think.
As for the bottom i would go for shrimp, since they are so much more interesting to watch. My faves are the armano, but cherry would also go as long as you could keep the population in check! I would also suggest khulis for a tank of that size, or the pygmy cories you mentioned.
