Hello just a simple question. Who & how do they decide what fish needs what tank size?

Got to take into account the physcial size of the fish, their activity, territorial needs, waste produciton etc etc

^^ This is exactly how. No one person decided. It's just the experiences of lots of people, and the specs that gave the best results for the fish etc were taken as the best specifications.

Yep, basically these are just 'guides' none are accurate limits, but some are based on smallest viable occupancy, while others are based on reasonable activity. Most though, are purely based on survivability and breeding.

Using logic we can pretty much determine the recommended size of a tank for a certain species, obviously nothing is set in concrete but the following factors must be taken into consideration:

The way in which the fish feeds
The size
The aggression of the fish
The fishes activity

A zebra Danio may only get to 2-2.5 inches, and with placid laid back fish, a 60-90 litre tank would be fine for them, but with them being very active fish, long tanks are required, the more experienced you become the sooner you will learn and will be able to determine for yourself what size tank a fish will require.

That sums it up perfectly, zebra danios are one of the best fish to explain the concept of the above mentioned issues because of their activity it also shows how much the fish keeper must consider as most uneducated people would assume they would be fine in a small 8-12 gallon tank because of their small size but due to their activity and shoaling need they need the bigger tank where as by comparison the sparkling gourami, a similar sized fish yet is much more suited to a small tank because of their slow moving and also the fact htey usually only dwell in the upper levels of any tank where as danios will go all over in shallower tanks that they are usually provided with.
