White Moving Dots On Glass?

In my 17L tank, which i am getting ready for my female betta Tizzy, there are white dots on the glass. They are moving too and i am certain that its not Planaria, as Planaria is longer and looks like a thread.

Anyone have any idea on what it might be? The filter is cycled, and is being kept alive with food in a tight.
The heater is currently off, but the room temperature is 20C.

Cant tell you what they are, but I had them too. I had a tank set up for a while which had no fish in, and they just appeared. Do they move more when you tap the glass? I put some snails in which seemed to solve the problem for one reason or another. I can only presume they are something which are in all tanks in small amounts, but must multiply when theres nothing else to compete for food, or eat them.

Well a few of them are moving, most of them ain't. I do have 2 baby ramshorn snails in there, which i have never seen before. lol.

Mystery....

Though, i have read a large water change and gravel clean should get rid of it.
Heres hoping.... but i would like to know what it is...

just read they are cyclops. so all is well
