Where Do You Get Your Potassium Nitrate?

I have heard tree stump killer is a good source although I cant track any down that says exactly what the contents ar efor me to check.

Also, my tap water comes in at 5ppm, how much would I roughly need to add to get to 10-20ppm?

Actually I take that back after checking their site again their NO3 seems a pretty fair price.
