Maybe they meant to say media bags? The whisper filters have a refillable cartridge that looks like a bag when you seperate the two parts.

Bags are made with a drawstring to hold things like carbon. It is usually a very fine mesh cloth bag. I sometimes use one over the end of a filter intake to keep fry out of the filter but I find a piece of filter sponge works better. If you have a need to control some small filter media like carbon in a large area, the bag can be handy.
