Simple fixes for $25USD. A simple inexpensive submersible pump will drain that tank nicely (and these pumps have an inlet much like a filter inlet so no stock will be sucked in). A faucet adapter allows a hose (garden or Python) to attach directly to refill the tank. Don't wanna run back and forth...put a simple hose shut off on the tank end! (just release the pressure before you disconnect at the sink).
Fast or faster than a Python and No wasted water. Easy Peasy. But you need to gravel vacuum? - well these pumps also come with nipple adapters so you could hook the pump inlet to the gravel vac.
