Two Tetras Bullying Third

Hey im new to the forum so thanks for having me...i moved into a new apartment and inherited a 35 gallon hex tank. THE tank was covered in algae i couldnt even see if there were fish in the tank. I cleaned the walls to find 3 gold tetras, 3 neons, one corey and a bloodfin. The tank was fine for weeks after cleaning it..i brought a water sample to the lfs and they said my water was better than their own only problem was ph was at 1.0 above average. After two weeks my bloodfin was found dying breathing heavy on the gravel(ended up dead). Its two more weeks later and i just did a 20% water change and added two fake plants. Two pf my gold tetras are now constantly bullying and chasing the third gold tetra but none of tge other fish they are swimming very irradic and have developed a gray film. Also my neon devloped a gray patch of fuzz on the fin. What is going on? Any ideas?? They all used to swim right to the top at feeding time and basically eat out pf my hand now they just chase!!
 
You need to add to the numbers. All the fish you mention are shoalers and benefit from being kept in numbers of 6+

What did the shop tell you your ph was?
 
I thought the lfs told me it was 7.8 but im going to bring another sample today... as i said i inherited the tank so it was the fish that were in there. I plan on getting more very soon. Do you know what the gray fuzz on the fin may ne or wgy the gold tetras have a grey coat on them?? Is it stress from the water change and gravel clense? Change of scenery? I dont want the fish to die or ruin tge water and start over due to disease!
