Tank Refurbishment Help

I have been given a 60l clearseal tank by a friend (its invert good condition it justs needs a bit of a clean)
And was wondering whats the best way to kit it out with heaters and filters (I am going to make a d.i.y light rig).

It's 30-35-60 cm

(Hate to sound a cheapskate but I'm trying not to break the bank)

I am splitting my current stock between both tanks so any stocking ideas would be great

If it's a cheap filter and heater you need, look on eBay for second hand. Do a search within a certain radius of where you live. Buy a small complete setup from where you can collect. Salvage the parts from it. You'll have a leftover tank though, but you might be able to use it for something else.
 
When I did this, I also got a test kit with the setup with 200 tests in it, and I sold the rest of the stuff for more than I paid for it!
