OK, have finally read back through the thread.
If you've got the units correctly interpretted from the water authority then it looks like a simple case.
The tap would be giving you a KH of 5 and the pH is settling in to 7.4. That should be ideal conditions. The KH of 5 should keep the 7.4 nice and stable I would think.
I'm not a goldfish expert by any means but I've always assumed they are pretty tolerent of most things and I'll bet goldie will be just fine with this. The new larger will be the wonderful new thing for goldie.
