Will these plants be suitable? obviously as the tank is 28" high, i assume only the bottom bit of the tank will get covered? or is there a way around this?

Well it doesn't say what plants they are does it? You could try it for that price and just throw out what you dont like but you've also got the risk of some plants not doing so well and dying off in the tank which might prove a bit of a nightmare getting the remains out of the gravel etc.
