Substrate And Sand?

I currently have colombo flora base substrate in one of my tanks but i've noticed its degrading and turning to sludge in parts..dont know why in some parts and not others but that seems to be whats going on. Anyway i have a load of sand and was wondering if it was a good idea to put a layer of sand over the top or just remove the flora base altogether? I thought about keeping it for the plants but if its just gonna turn to a messy mix of substrate and sand and look unsightly and twice as hard to maintain then i will just remove it and go with the sand...anyone tried this or have any good advice?

I'm also using this in one of my planted tanks. It only lasts about a year anyways, after that apparently is plant growing properties are nil. I can't really see a problem if you wanted to cap it with sand. Personally if it's over a year old and you have time and the inclination, i'd remove the flora base.
